With reference to Your Lordship's Despatch

No.9 of the 20th January last, relative to the duties

recently imposed on the exportation of certain kinds

of tea from Formosa, I have the honour to transmit to

Your Lordship herewith copy of a Note addressed to

Viscount Aoki by Sir Ernest Satow on the 17th of March

last, together with translation of His Excellency's

reply, dated the 17th instant.

The nature of this reply appeared to be so

unsatisfactory that I took an opportunity of obtaining

an interview with Viscount Aoki to-day, and pointing

out that His Excellency's reply did not seem to meet.

the arguments advanced by Sir Ernest Satow in his Note

of the 17th March.

Viscount. Aoki answered that he had under-

stood Sir Ernest Satow's Note perfectly, but would
